I am a Director and the General Counsel of Acap Partners Ltd, based in New York City. Acap Partners provides advisory, fund formation and management, and related legal services to private equity fund managers and funds-of-funds in emerging and frontier markets. Its principals have extensive backgrounds in private equity, development investing, consulting and corporate and finance law.

Until my retirement at the end of 2006, I was a partner in the international law firm of Skadden, Arps, Slate, Meagher & Flom LLP, where for almost 30 years I specialized in corporate finance, corporate restructuring, and international business transactions. Beginning in the 1990s, I was involved in privatization and development projects in emerging markets. In addition, I have been active in transactions and policy analysis involving various developing economies and currently serve on the steering committee of the OECD-MENA Initiative, focusing on policy and legal issues affecting trade and investment in the Middle East and North Africa.

I provide legal and business consulting services, focusing principally on development investing, combining a legal practice in which I represent sponsors of investment funds with directorships and other consulting activity on development, finance and philanthropic investment.

I am also a founding director and principal legal adviser of Global Partnership for Afghanistan, a U.S.- and Afghanistan-based NGO that is working to rehabilitate farmland and establish farmer-owned, sustainable businesses in Afghanistan, and a director of Insaan Group, a start-up not-for-profit organization that plans to channel philanthropic investment to deserving organizations in Afghanistan and India through thematic funds focusing on orphans, education, culture and entrepreneurship.

I received a Bachelor of Arts degree with honors from the University of Wisconsin-Madison (1974), having majored in political science, and my Juris Doctor from the New York University School of Law (1977), where I was Editor-in-Chief of the Journal of International Law and Politics.
